It is no small irony that the visit last week of Association for Relations Across the Taiwan Strait (ARATS) Chairman Chen Yunlin (陳雲林) would bring to the fore a potentially damaging rift within the Chinese Nationalist Party (KMT).

No sooner had Chen returned to China than the party’s old guard — personified by former KMT chairman Lien Chan (連戰) and People First Party (PFP) Chairman James Soong (宋楚瑜) — accused the Straits Exchange Foundation (SEF) and President Ma Ying-jeou (馬英九) of mishandling a decision to avoid holding major banquets for Chen.

Then a newspaper alleged that SEF officials had referred to Chen as a “C-list” politician whom “A-listers” Soong, Lien and former KMT chairman Wu Poh-hsiung (吳伯雄) had desperately sought to meet. SEF Chairman Chiang Pin-kung (江丙坤) denied such a comment had been made, but the damage was done.

ECFA to continue despite poll outcome
TRANSPARENCY PROMISES: The president said he would forge ahead with the ECFA, but promised to keep the legislature informed and make the negotiations transparent
By Shih Hsiu-chuan and Ko Shu-ling
STAFF REPORTERS

“There is no need to fine-tune our cross-strait policy.”

— Wu Den-yih, premier

Premier Wu Den-yih (吳敦義) said yesterday there was no need to revise the government’s cross-strait policies despite the party’s lackluster performance in Saturday’s local elections. Wu made the remarks when asked for comment on whether the poll results would affect the government’s plans for an economic cooperation framework agreement (ECFA) with China or its other cross-strait policies.

“There is no need to fine-tune our cross-strait policy,” Wu said, adding that the government would pursue policies in line with the principles of “putting Taiwan first” and “benefiting the public.”

An ECFA can be signed as long as three conditions are met: The nation needs it, the public supports it and there is legislative oversight, he said, adding that the ECFA will proceed as scheduled — meaning that it should be inked at the fifth round of cross-strait talks early next year.

“That’s the plan for now, but we need more public support,” Wu said. “Surveys conducted recently showed that approval rates were between 50 and 56 percent. If the rate goes above 60 percent and the disapproval rate falls below 20 percent that will be better for signing the ECFA.”

The government has not dispelled the public’s misunderstandings concerning the ECFA, Wu said, adding that it would step up its efforts.

“In southern Taiwan, there are people saying that the government has allowed [imports of] many agricultural products from the mainland since [President Ma Ying-jeou (馬英九) took office], but that’s not true … Also, on labor matters, there is a false rumor about [Taiwan importing] mainland workers [after singing an ECFA],” Wu said.

At a separate setting yesterday, Ma vowed to forge ahead with the ECFA, but promised to keep the legislature informed and make the negotiations and content as transparent as possible.

Ma said his administration would work to convince the public that not signing an ECFA would be detrimental to the nation.

“Our policy is to take a Taiwan-centric approach,” he said. “We will further the interests of Taiwanese. Cross-strait negotiations will benefit both sides if they are conducted under the principle of equality and dignity.”

Ma made the remarks while meeting winners of this year’s National Outstanding Manager Awards at the Presidential Office yesterday morning.

With the fourth round of high-level, cross-strait talks scheduled to take place in Taichung later this month, Ma said there would not be any “politically sensitive language” in the agreements to be signed because they were “very technical” in nature.

The talks between Straits Exchange Foundation Chairman Chiang Pin-kung (江丙坤) and his Chinese counterpart, Association for Relations Across the Taiwan Strait Chairman Chen Yunlin (陳雲林), will address four issues: fishing industry cooperation, quality checks of agricultural products, cooperation on inspection and certification, and preventing double taxation.

Ma said he has asked government agencies to make the four agreements as transparent as possible. Citing the financial memorandum of understanding (MOU) recently signed with Beijing, Ma said the public would know that it is not political as soon as the Financial Supervisory Commission makes public the content. In order to maintain the principles of equality and dignity, Ma said both sides had used less sensitive titles to dodge the sovereignty issue.

“Because the public is very concerned about this, we are very sensitive in handling the matter,” he said.

As the two sides will “exchange opinions” on an ECFA during the Chiang-Chen meeting, Ma said the government would report to the legislature before the ECFA is signed and send the agreements to the legislature for approval after they are signed.

“Thus there will be discussion and the information will be transparent,” he said. “If not, the public could misunderstand and we would have greater difficulty pushing this policy.”

Calling the ECFA necessary, Ma said it was not easy to sign free-trade agreements with the nation’s major trading partners because they were not diplomatic allies.

“But if we can make a breakthrough in an ECFA with the mainland, other countries may be more willing to negotiate with us and this is very important for Taiwan,” he said. “If we don’t overcome such obstacles, it will have a negative impact on Taiwan’s trading business. This is a problem that no party in power can avoid.”

On Chinese agricultural products, Ma said the government had not allowed imports of new products over the past 19 months, nor would they do so if the country signed an ECFA or “anything else,” he said.

At a separate setting yesterday, KMT Legislator Huang Chao-shun (黃昭順) said the KMT risked another blow in future elections unless the government revises its cross-strait policies.

“The ECFA, cross-strait policies and US beef [imports] caused the KMT to fail in [Saturday’s] elections. Voters taught the KMT a lesson. If it does not change, they will teach it another lesson,” she said.

Meanwhile, at the legislature, Minister of Economic Affairs Shih Yen-hsiang (施顏祥) agreed with KMT Legislator Lai Shyh-bao’s (賴士葆) proposal that a TV debate be held to inform the public about the ECFA.

Lai said the ECFA lacked public support mainly because the ministry had not succeeded in promoting the advantages of the pact. He suggested a TV debate could help.

Shih said many people in farming regions remained unconvinced that the ECFA would not result in imports of Chinese workers and agricultural products, despite repeated assurances from the ministry.

Some underground radio shows are misleading people about the ECFA, Shih said, adding that a TV debate “could be planned” as Lai suggested.

In related news, Legislative Speaker Wang Jin-pyng (王金平) said that Taiwan must try to sign free-trade pacts with the US, Japan, Singapore, the EU and Southeastern Asian countries after inking an ECFA, as this would ease public misgivings about relying too much on China.

Wu also said that a minor Cabinet reshuffle was planned for Dec. 20.

Wu dismissed allegations that the reshuffle was related to the elections, but said: “It would be suitable for excellent county commissioners and city mayors to continue to serve the public in the Executive Yuan or at state-run enterprises once they retire as local government heads.”

Ma silent on crucial issue of sovereignty
By James Wang

Sunday, Dec 06, 2009, Page 8
‘That Ma accepted the ‘one China’ policy shows clearly that he does not think Chinese sovereignty over Taiwan is harmful.’

Diplomacy depends on eloquence to promote the nation’s viewpoint and secure national interests, and that is why a mute can be engaged in many things, but not diplomacy. President Ma Ying-jeou (馬英九) and his administration may not be mute, but they certainly do not know how to approach diplomacy. In his recent visit to brief Taiwanese leaders on US President Barack Obama’s visit to China, American Institute in Taiwan Chairman Raymond Burghardt said Washington’s understanding was that respect for China’s sovereignty and territorial integrity was related to the issue of Tibet and Xinjiang and had nothing to do with Taiwan.

Less than two days later, Chinese Ministry of Foreign Affairs spokesman Qin Gang (秦剛) responded that Taiwan was an inalienable part of China, and that the principle of respecting China’s sovereignty and territorial integrity “of course applied to the issue of Taiwan.”

The US and China obviously had their own, separate interpretations of Obama’s and Chinese President Hu Jintao’s (胡錦濤) joint statement. Regardless of whether Burghardt’s statement was truthful or favorable to Taiwan, the Chinese government did not hide its intent to annex Taiwan and eliminate the Republic of China. However, the Ma government has remained silent on this crucial matter.

Even though Burghardt reiterated the US’ position on its Taiwan policy, he is not a US government official by the US system’s definition. His interpretations of the joint statement were not as authoritative as comments made by US Department of State or White House officials.

Not only that, his statement is also quite far-fetched. In negotiations preceding the Three Sino-US Communiques, the issues of sovereignty and territory focused only on Taiwan and never touched upon Washington’s official recognition of Tibet or Xinjiang as part of Chinese territory. If Burghardt interpreted this as being a new US position on the cross-strait issue, then it would be better for the White House to issue an official statement.

There are many different terms used in connection with the Taiwan issue — including “sovereignty,” “legal status,” “international status,” and what the US Central Intelligence Agency called the “relationship between Taiwan and China.” But that Burghardt used the phrase “the political status of Taiwan” when speaking of the Three Communiques implied that Taiwan is part of Chinese internal politics — and that violates one of the six assurances proposed by former US president Ronald Reagan — that the US “would not formally recognize Chinese sovereignty over Taiwan.”

That Ma accepted the “one China” policy shows clearly that he does not think Chinese sovereignty over Taiwan is harmful to the nation. Nevertheless, Burghardt said that whether Taipei should engage in talks with Beijing depended on Taiwan. In other words, Taiwanese have the right as well as responsibility to prevent Ma from submitting to China at the expense of Taiwanese sovereignty.

Red terror

Taipei Times - archives: "News that 10 journalists were charged with covering up a mining accident in China’s Hebei Province is an intriguing development in a state wary of free media.

Reporters being charged for failing to cover a story involving corruption is a far cry from the usual news of them being browbeaten after publishing embarrassing material. But the journalists not only failed to report the story — they are accused of accepting US$380,000 in bribes from officials to stay quiet."

old navy門前的華人;
(http://www.dajiyuan.com)

Taiwan’s Economy Under Ma Ying-jeou, More Smoke and Mirrors? Jerome F. Keating Ph.D.

Taiwan’s Economy Under Ma Ying-jeou, More Smoke and Mirrors?
Jerome F. Keating Ph.D.
Long time observers of Ma Ying-jeou know him as a man who depends totally on image and talks out of both sides of his mouth, for this reason they watch the result of his actions and ignore his words. For example he constantly tries to promote the carrot that China will save Taiwan. Forget the fact that the Chinese dumped poisoned milk products etc. on Taiwan. Forget that 6-3-3 was based on the China premise. Forget the fact that the great China tourist influx failed to materialize, and that even the few tourists that came, how shall we put it, were cheap and spent little to help Taiwan’s economy being outspent by far by the polite Japanese and even the Koreans where efforts should have gone. But let us focus on Ma’s continued cross-strait promises. China will save Taiwan says Ma; Taiwan must not be left behind. Unfortunately reality continues to conflict with promise.

Ma states that he will not go into political discussions with China; he will only discuss the economy. Can they be separated? Read this as Ma saying, wait until I have given the nation’s economic and military strength away, then when it is too late, I will discuss politics.
Yet, buoyed with Ma’s smoke and mirror promises, Taiwan’s news media, unquestioning sheep that they are, are now full of how Ma’s cross-strait economic deals with China will bring wealth; in particular they are pushing up the market price of housing all around the island. Economic salvation, this sounds good right? Good if you have property to sell. But what if you don’t? Then Ma’s words are a simple formula for the rich to get richer, and the poor to get poorer. Ask which party controls the majority of Taiwan’s assets and re-examine the recent housing news?
For example in the Da-an area (one of the richest areas of Taipei) the peak price of housing last year was NT$828,000 per ping. This year with the anticipation of Ma’s promised blind, non-transparent ECFA (soon to be signed) the price has moved up to NT$908,000 per ping and next year it is anticipated to be NT$1 million per ping. Prices are going to rise all around the island as well. All well and good if you have property to sell, but what if you don’t? What if you want to buy? Other questions follow.

For those that sell, where will they move to?  A smaller city on the island? The countryside? Or perhaps, like some of Taiwan’s ex-legislators and politicians they plan to move to the USA or Canada where more house can be bought for the dollar. If so, then who will they sell this rich Taiwan real estate to?
Who is going to be able to afford this high-priced housing? Not your average Taiwanese, no it will be the rich Chinese from across the Strait. The same scenario happened with Hong Kong housing. Now the rub begins to be felt and the shallowness of Ma’s promises of wealth begins to come clear. Read further.

Another recent item in the news was a list of the top ten complaints that Taiwanese had against their current situation. Guess what number one complaint in the survey was? The high cost of housing. Say what? The top complaint of Taiwanese who are already feeling the pinch of the economy is the high cost of housing? This is all the more a problem for a young couple, wanting to get their first home. It does not take a rocket scientist or a smart economist to put all these recent facts together.

As Ma works his great deals to make Taiwan dependent on China, where is the benefit? The few rich will get richer but which political party is the richest party in Taiwan? What about the average person or the poor? Sorry the average Taiwanese will only get poorer. So what can Taiwanese hope for under Ma? Well they can hope that their new Chinese landlord will be nice and not charge them too high a rent. And then that is the point, where Ma may say he will talk politics with China.

Taipei Times - archives: "The number of low-income households nationwide hit a record high in the third quarter, with the individual members of such households accounting for 1.08 percent of the total population, the Ministry of the Interior (MOI) said yesterday.

A ministry survey found the number of low-income households in the third quarter stood at 102,759, compared with 90,525 in the same period last year and almost double the number 10 years ago when there were only 58,310."

In my opinion, the structure, wording and spirit of the US-China joint statement issued by Obama and Chinese President Hu Jintao (胡錦濤) imply the removal of certain aspects previously accentuated in the US “one China” policy. My reasons are as follows:"

Public trust in the DPP also surged to a new three-year high, the survey showed.

The poll, conducted by the Global Views Survey Research Center, put Tsai’s trust index at 46.2 on a scale of 0 to 100, up 0.1 points from last month, while Ma’s dropped 2.6 points from last month to 43.9 this month."

This man -ma

Taipei Times - archives: "This turn of events also tells us many things about the UN, which recognizes Beijing’s ratification of similar covenants despite its continued infractions against its own people, but denies a country of 23 million the right to add its own voice to those ideals. It shows us that the UN under Secretary-General Ban Ki-moon lacks the imagination to reward Taiwan’s “pragmatism.” Ultimately, what this tells us is that no matter what Taiwan does — forge ahead as it did under Chen, or maintain a low profile under Ma — Beijing will use its influence in the world body to deny Taiwanese any semblance of international space."

This man -ma

Taipei Times - archives: "As Taiwan enters the countdown to local government elections on Dec. 5, the Chinese Nationalist Party (KMT) has launched a series of TV commercials, but its chairman, President Ma Ying-jeou (馬英九), is conspicuous by his absence. The KMT said this was a deliberate decision to keep the focus on local issues. But Ma has said that any candidate who needs his support can count on his help. This contradiction reveals the KMT’s ambivalence toward Ma’s role in the year-end polls.

These elections are not crucial for the balance of power. The Democratic Progressive Party (DPP) may at best take control of one or two more cities or counties. But even one more could boost the DPP’s morale and help it make a comeback in 2012."

control everything

Taipei Times - archives: "As Taiwan moves toward finalizing an Economic Cooperation Framework Agreement (ECFA) with China, a US Congressional commission reports a “disturbing trend” by Beijing away from the development of a free market system and toward greater government control of the economy.

“Contrary to its claim of being a market-oriented economy, Beijing continues to comprehensively plan, direct, support and control its economy,” said Carolyn Bartholomew, chairman of the US-China Economic and Security Review Commission.

Releasing the commission’s seventh annual report on Thursday, she said: “Many of China’s economic reforms over the past 30 years are, in reality, a government-directed industrial policy that seeks to promote export-led growth."

Taipei Times - archives: "The latest example came on Friday last week when Financial Supervisory Commission (FSC) Chairman Sean Chen (陳冲) told legislators that he would not sign the cross-strait financial memorandum of understanding (MOU) if China failed to respect Taiwan’s request that his full official title appear on the document. He added that he would rather not sign at all if doing so would put “national sovereignty on the line.”

Yet, just three days later, Chen went ahead and signed despite the absence of his title — the MOU reduced to a deal between two financial regulators rather than two governments."

Taipei Times - archives: "For the Taiwanese independence movement, this is a good thing, and more CCP officials should be allowed to speak in Taiwan. If they’re willing to crucify themselves in public by putting their intolerance and ignorance on display, then so be it. More Taiwanese will realize that Ma’s sweet talk about peace and warmer ties is nothing more than wishful thinking. This will make it increasingly difficult for the Ma administration to ignore the opposition — both political and, increasingly, in the business sector — as it forges ahead with less-than-transparent negotiations with Beijing, because an increasing number of Taiwanese will see that Chinese goodwill is a mirage, a facade that its emissaries cannot be bothered to keep up on Taiwanese shores."

Taipei Times - archives: "“Design and fabrication of 12-inch wafers and plates are the powerhouses behind Taiwan’s economy — the annual profits of the entire integrated chip [IC] industry in the country is about NT$1.2 trillion [US$37 billion], and wafer and faceplate production alone accounts for one-third of it,” former minister of economic affairs Ho Mei-yueh (何美玥) told the conference. “Once such powerhouses are gone, what do we have to fill such a big hole?”"

Taipei Times - archives: "A retired People’s Liberation Army (PLA) general said in Taipei yesterday that it was “meaningless” to ask China to remove the missiles it aims at Taiwan because they are mobile and that it would be more “useful” for Taiwan to recognize “one China” than for Taiwan to keep a big army.

Former PLA general Li Jijun (李際均), now the honorary chairman of the China Research Society of Sun Tzu’s Art of War, made the remarks during a cross-strait forum held to mark 60 years of cross-strait relations after the Chinese Nationalist Party (KMT) troops lost the Chinese civil war and withdrew to Taiwan in 1949."

Taipei Times - archives: "Prosecutors in charge of probing former president Chen Shui-bian’s (陳水扁) alleged money laundering activities said yesterday they did not have enough evidence to prove that funds that flowed into a Palauan bank account were connected to the former president.

On Monday, Palauan President Johnson Toribiong was reported to have said in a TV interview in Palau that in 2005, an unidentified wire of US$41 million was routed through Palau’s Pacific Savings Bank to the US and other countries. The bank later collapsed and Palauan authorities are investigating the matter, he said."

We agree that idea

Taipei Times - archives: "A new US study on Taiwan’s economy cautions that gains from current trade and investment talks with China may be limited and that Taipei needs to concentrate on internal economic restructuring and the cultivation “of new and dynamic foreign relationships beyond the straits.”

Written by Derek Scissors, a research fellow in Asia Economic Policy at the Heritage Foundation, the study says Taiwan should reform corporate taxation and the “sheltered” domestic service sector."

Taipei Times - archives: "hen Yun-nan confirmed on Wednesday that the SIP had frozen the bank accounts, stock holdings and real estate holdings of several members of the former president’s family.

The prosecutors said the assets needed to be frozen to ensure illegal profits would be returned to the treasury in the event the former president and other defendants were found guilty by the Taiwan High Court."

the masters of the people

Taipei Times - archives: "The Cabinet’s Referendum Review Committee has turned down a referendum proposal relating to the economic cooperation framework agreement (ECFA) that the government wants to sign with China, citing various preposterous reasons.

It is truly shameful of the government to claim that Taiwan serves as a democratic model for the rest of Asia when Taiwanese cannot express an opinion on major policies involving national development.

Rights must be protected, and so must democracy. From tomorrow, let us show our support for the campaign entitled “The people are the masters of the country” (人民作主) initiated by former Democratic Progressive Party (DPP) chairman Lin Yi-hsiung (林義雄). Let the people of Taiwan determine its destiny."

as king of ma

Taipei Times - archives: "Most people’s impression of the KMT is that it is an authoritarian party whose members allow their opinions to be molded by their leader and dare not express other opinions, but this has not always been the case. In the 1920s, KMT founder Sun Yat-sen (孫逸仙), finding himself in a weak position, wanted to build ties with the Soviet Union.

Senior members of the KMT were outspoken in their criticism, warning earnestly that this policy was not in the best interests of the party or the nation. They spoke out even at the risk of annoying Sun."

The animal Protection law is gone?

Taipei Times - archives: "Animal rights activists accused government authorities yesterday of allowing widespread animal abuse to occur when strays are rounded up.

The Environment and Animal Society of Taiwan (EAST) said that despite the passage of the Animal Protection Law (動物保護法) more than a decade ago, officials are turning a blind eye to cases of stray dogs and cats being denied water, food and proper care.

Nearly 900,000 stray animals have been picked up by local authorities over the past 10 years, EAST said. In the last year alone, 133,000 animals were collected and of this total 96,400 were put to death."

death penalty

Taipei Times - archives: "If China hopes to quell unrest in Xinjiang by kidnapping, jailing or even executing scores of Uighurs, the results will fall short. Decades of oppression — economic, cultural, religious and linguistic — have at times welled into protests or riots in China’s biggest territory, as seen again this summer. Clamping down further on the region, history tells us, is more likely to fuel unrest than squash it.

Yet this is Beijing’s strategy. China seems determined to rule by fear in Xinjiang. Indeed, at this point it seems unlikely that China would be able to win over hearts and minds there even if it tried.

China’s latest warning to anyone chafing at its grip was a court ruling upholding nine death sentences handed down to alleged participants in this summer’s violence in Urumqi. That was followed by news that Chinese authorities in Xinjiang had launched another “Strike Hard” campaign to clamp down on the region between now and the end of the year."

ma evil man

Taipei Times - archives: "Additionally, some members are only interested in using their position to do business with China, while others use it to launch attacks in the media. CSC meetings appear boisterous and they certainly must give Ma a headache. He may be emulating Chen in wanting to use the committee to control legislators, but the results will be very different.

KMT Legislator Lo Shu-lei (羅淑蕾) is another challenge for Ma. If he restrains her, Ma will be accused of suppressing dissent and breaking his promises that the party will not direct the government and to reform the KMT. If, however, he lets Lo off the hook, he won’t be able to bring other legislators into line, forfeiting the reason for doubling as party chairman in the first place.

Ma’s promise during his first term as KMT chairman in 2005 to rid the party of its ill-gotten assets — selling assets with the left hand, while directing the money into the Central Investment Holding Co (CIC, 中央投資公司) Co with the right hand — was a ruse that damaged his reputation. The solution he has proposed this time is not any better. Although CIC will be sold, Ma said the proceeds from the sale will be used to pay for pensions, party operational costs, party think tanks and scholarships. The remainder will be donated to charity and future election campaign funds will mainly come from public donations."

Taipei Times - archives: "The four agreements signed by Taipei and Beijing last November were nothing but “window dressing,” experts attending a cross-strait forum said yesterday, urging the government to pressure Beijing to quit blocking other countries from signing free-trade agreements (FTA) with Taiwan as both sides mull an economic pact.

Wednesday will mark the agreements’ first anniversary after they were signed on Nov. 4 last year by Straits Exchange Foundation Chairman Chiang Pin-kung (江丙坤) and his Chinese counterpart, Chen Yunlin (陳雲林), president of the Association for Relations Across the Taiwan Strait. The agreements addressed direct sea links, daily charter flights, direct postal services and food safety.

National Taiwan University economics professor Kenneth Lin (林向愷) told the forum that the government led by President Ma Ying-jeou (馬英九) advertised only the benefits signing an economic cooperation framework agreement (ECFA), without explaining its negative impacts"

Democracy???

Taipei Times - archives: "There’s nothing new about British governments spying on their own citizens. From the time of Elizabeth I’s spy chief Francis Walsingham to the legendary agent provocateurs of the years after Waterloo to the bugging and blacklisting of the postwar decades, espionage against domestic dissenters has long been a staple of British statecraft.

For most of the last century, the secret state targeted the left, trade unionists and peace campaigners, along with Irish republicans and anyone else regarded as a “subversive” threat.

That was all supposed to have been consigned to history after the end of the Cold War, when MI5 declared it had abandoned counter-subversion and switched its focus to the threat of jihadist terror attacks. But, if anything, the apparatus of official snooping and spooking has grown even more inflated than in the days when the state faced a real political challenge from both within and without."

Let poverty in Taiwan by china

Taipei Times - archives: "In recent weeks, governments including Singapore, Hong Kong, South Korea and India have adopted measures to prevent their domestic property markets from presenting bubble symptoms.

Experience suggests, however, that the limits of those measures will soon be reached, and that interest rate hikes will be the next step. A key question for central banks is how quickly they should act.

One concern is that raising rates too early might stall economic recovery in those Asian economies where signs of sustainable growth are yet to emerge.

Another concern is that, as risk appetite begins to build in Asia along with the rebounding economy, a quick rate hike would likely boost the so-called “carry trade” — in which investors borrow from countries with ultra-low interest rates and invest in countries with higher rates — thus aggravating what we have already seen in Asia with price surges in equities, real estate and other assets."

Taipei Times - archives: "Former president Lee Teng-hui (李登輝) on Friday night criticized the government’s relaxation of restrictions on US beef, saying the public may take their frustration out on President Ma Ying-jeou (馬英九) and the Chinese Nationalist Party (KMT) in local elections next month.

Describing the year-end elections as a possible turning point where the KMT could go from prosperity into decline, Lee said many people frustrated over the performance of Ma and his administration were likely to use the elections as a tool to teach Ma a lesson.

“Public displeasure with President Ma did not go away following the Cabinet reshuffle,” he said at a fund raising event organized by the Taiwan Solidarity Union in Taipei on Friday night. “The year-end elections present an opportunity for those unhappy with him to voice their anger. The Chinese Nationalist Party might go downhill from that point on.”"

The committee’s morning session got off to a rough start as the DPP asked that the agenda be changed from reviewing the Presidential Office and NSC’s budget requests to having Su report on the policy shift. DPP lawmakers said that the beef policy was more urgent than the budgets because the policy would be implemented next month but the budgets were for next year."

like hard for peace in China

Taipei Times - archives: "An important shift in the US stance toward China was made clear during US Secretary of State Hillary Clinton’s China visit, when she asserted that the US’ concerns about Beijing’s human rights record would not derail progress in other areas. Beijing greatly appreciated this.

China was also encouraged by Obama’s inclusion of two Chinese-Americans in his Cabinet: Secretary of Energy Steven Chu (朱棣文) and Secretary of Commerce Gary Locke (駱家輝). This, however, is a double-edged sword because Beijing believes that Chinese ethnicity should transcend all other loyalties for overseas Chinese, and that they should serve the cause of the motherland and its communist political order.

This was bluntly articulated by Wang Zhaoguo (王肇國), a Politburo member and a former head of China’s United Front Department, at the Eighth National Congress of Returned Overseas Chinese and their Relatives. He reportedly congratulated them for using “blood lineage,” “hometown feeling” and “professional linkages” to achieve “outstanding results in uniting the broad masses of overseas Chinese.” Such calls on overseas Chinese to put their ethnicity before their citizenship can be counterproductive because it raises the specter of a “fifth column.”"

liar ma

Taipei Times - archives: "Beyond China’s breakneck militarization lies a political system that is repressive, anti-democratic and unpalatable to the great majority of people in Taiwan — even those who support Ma’s policies. As long as the political systems on both sides of the Strait cannot be reconciled, meaningful peace will be impossible to achieve, at least as long as Beijing continues to harbor designs on Taiwan’s sovereignty.

Beyond all this, many things could go wrong at every turn of cross-strait talks, especially once sensitive political issues are laid on the table. If Ma were seen to be giving too much, the Taiwanese polity would threaten to undermine his efforts and could oust him from office in 2012. Conversely, if Ma were seen to be dragging his feet on unification, Beijing could grow impatient and become more belligerent in its approach. Either way, instability would be the result and it would soon become evident that the “former bitter rivals” are, in fact, still bitter rivals."

cooperation need trust

Taipei Times - archives: "In theory, yes; in reality, it depends.

Why the bleak prognosis? Because for “extended deterrence” to work, Washington must be ready — and be seen as ready — to defend allies over which it has cast its nuclear umbrella as though it were defending US soil. Those being deterred must be certain that striking a US ally would bring swift and sure nuclear retaliation, raising the costs of such an attack above any possible benefits. In short, strategic deterrence loses credibility if Washington is not prepared to trade Los Angeles for Tokyo."

World Uyghur Congress secretary-general Dolkun Isa had not even planned to visit when the National Immigration Agency barred him based on intelligence from a “friendly country” indicating that he had links to terrorist groups. Isa, who has visited Taiwan before, was surprised and disappointed.

Falun Gong founder Li Hongzhi (李洪志) might be equally surprised to hear that he, too, is not welcome in Taiwan — even though he has not made public any plans to come."

no need to push a-bian to die

Taipei Times - archives: "Chen reiterated his opposition to Lin using his name to seek donations, saying that Lin’s aggressive efforts had upset various groups.

Lin petitioned a Washington district court in October 2006 to rule on the nationality of the people of Taiwan. He wanted the US court to decide what rights Taiwanese have under the San Francisco Peace Treaty and the US Constitution, including whether they should be issued US passports."

the US military government

Taipei Times - archives: "The Chinese Nationalist Party (KMT) caucus yesterday lodged a complaint against former president Chen Shui-bian (陳水扁) at the Taiwan High Prosecutors’ Office, claiming the former president’s petition last month asking the US to view him as “an agent in Taiwan for the US military government” constituted treason, among other crimes.

The KMT caucus was referring to Chen’s temporary endorsement of a lawsuit activist Roger Lin (林志昇) filed in a Washington district court to rule on the nationality of the people of Taiwan. Lin wanted the court to decide what rights Taiwanese have under the San Francisco Peace Treaty and the US Constitution."

want to war ?

Taipei Times - archives: "Japan’s coast guard said the North had warned of “firing exercises” in the Yellow Sea day and night until Oct. 25.

Pyongyang nevertheless agreed yesterday to Seoul’s request for talks on various issues.

They will meet tomorrow to discuss flood prevention in a cross-border river and on Friday for talks on humanitarian issues including family reunions, Seoul’s unification ministry said.

The North on Sept. 6 released millions of tonnes of water from a dam across the Imjin river, sweeping away six South Koreans camping or fishing downstream.

Navy Chief of Staff Admiral Jung Ok-keun told South Korean lawmakers the KN-02 missiles fired on Monday have a range estimated between 130km and 160km, greater than the 120km previously believed."

no space for Taiwan

Taipei Times - archives: "Opposition politicians lashed out at the government for undermining freedom of expression and movement, as well as the sovereignty issue. The most polite criticism came from Wang Dan (王丹), a dissident who left China after the Tiananmen Square Massacre, when he said he could understand the refusal to issue a visa based on concerns over cross-strait relations, but not based on a connection between Kadeer and terrorism."

[The following is extracted from two articles: Twilight of the Psychopaths, by Dr. Kevin Barrett and The Trick of the Psychopath's Trade by Silvia Cattori. Both articles are recommended. Both articles reference the book Political Ponerology: A science on the nature of evil adjusted for political purposes, by Andrzej Lobaczewski. Cattori's article is longer and includes an interview with the book's editors, Laura Knight-Jadczyk and Henry See.]
I make the effort to share this information because it gives me, at last, a plausible answer to a long-unanswered question: Why, no matter how much intelligent goodwill exists in the world, is there so much war, suffering and injustice? It doesn't seem to matter what creative plan, ideology, religion, or philosophy great minds come up with, nothing seems to improve our lot. Since the dawn of civilization, this pattern repeats itself over and over again.
The answer is that civilization, as we know it, is largely the creation of psychopaths. All civilizations, our own included, have been built on slavery and mass murder. Psychopaths have played a disproportionate role in the development of civilization, because they are hard-wired to lie, kill, cheat, steal, torture, manipulate, and generally inflict great suffering on other humans without feeling any remorse, in order to establish their own sense of security through domination. The inventor of civilization - the first tribal chieftain who successfully brainwashed an army of controlled mass murderers - was almost certainly a genetic psychopath. Since that momentous discovery, psychopaths have enjoyed a significant advantage over non-psychopaths in the struggle for power in civilizational hierarchies - especially military hierarchies.
Behind the apparent insanity of contemporary history, is the actual insanity of psychopaths fighting to preserve their disproportionate power. And as their power grows ever-more-threatened, the psychopaths grow ever-more-desperate. We are witnessing the apotheosis of the overworld - the overlapping criminal syndicates that lurk above ordinary society and law just as the underworld lurks below it.
During the past fifty years, psychopaths have gained almost absolute control of all the branches of government. You can notice this if you observe carefully that no matter what illegal thing a modern politician does, no one will really take him to task. All of the so called scandals that have come up, any one of which would have taken down an authentic administration, are just farces played out for the public, to distract them, to make them think that the democracy is still working.
One of the main factors to consider in terms of how a society can be taken over by a group of pathological deviants is that the psychopaths' only limitation is the participation of susceptible individuals within that given society. Lobaczewski gives an average figure for the most active deviants of approximately 6% of a given population. (1% essential psychopaths and up to 5% other psychopathies and characteropathies.) The essential psychopath is at the center of the web. The others form the first tier of the psychopath's control system.
The next tier of such a system is composed of individuals who were born normal, but are either already warped by long-term exposure to psychopathic material via familial or social influences, or who, through psychic weakness have chosen to meet the demands of psychopathy for their own selfish ends. Numerically, according to Lobaczewski, this group is about 12% of a given population under normal conditions.
So approximately 18% of any given population is active in the creation and imposition of a Pathocracy. The 6% group constitutes the Pathocratic nobility and the 12% group forms the new bourgeoisie, whose economic situation is the most advantageous.
When you understand the true nature of psychopathic influence, that it is conscienceless, emotionless, selfish, cold and calculating, and devoid of any moral or ethical standards, you are horrified, but at the same time everything suddenly begins to makes sense. Our society is ever more soulless because the people who lead it and who set the example are soulless - they literally have no conscience.
In his book Political Ponerology, Andrej Lobaczewski explains that clinical psychopaths enjoy advantages even in non-violent competitions to climb the ranks of social hierarchies. Because they can lie without remorse (and without the telltale physiological stress that is measured by lie detector tests), psychopaths can always say whatever is necessary to get what they want. In court, for example, psychopaths can tell extreme bald-faced lies in a plausible manner, while their sane opponents are handicapped by an emotional predisposition to remain within hailing distance of the truth. Too often, the judge or jury imagines that the truth must be somewhere in the middle, and then issues decisions that benefit the psychopath. As with judges and juries, so too with those charged with decisions concerning who to promote and who not to promote in corporate, military and governmental hierarchies. The result is that all hierarchies inevitably become top-heavy with psychopaths. Since psychopaths have no limitations on what they can or will do to get to the top, the ones in charge are generally pathological. It is not power that corrupts, it is that corrupt individuals seek power.
How can we distinguish between psychopaths and healthy people? What is the portrait of a true psychopath?
Such a dangerous question has almost never been successfully asked. The reason is that we mistakenly confuse healthy for normal. Human psychological diversity is the health of our race. There is no normal because healthy humans continuously evolve beyond all normalizing standards. The terrorism of searching through hierarchies for anyone deviating from normal is no different from witch hunts or Inquisitions. You must remember that hierarchies thrive on such low dramas, torturing victims until they confess to evil beliefs. Not so long ago the church and state ongoingly acquired significant income and property through witch hunts and Inquisitions. This continued for over two hundred and fifty years. Ten generations of Europeans understood pogrom as normal life. Let us not return to that nightmare. Testing for normal is guaranteed to backfire in our face. There is no normal. But there is conscience.
We have very little empirical evidence to support the idea that true psychopathy is the result of an abused childhood, and much empirical evidence to support that it is genetic. The neurobiological model offers us the greatest hope of being able to identify even the most devious psychopath. Other recent studies lead to similar results and conclusions: that psychopaths have great difficulty processing verbal and nonverbal affective (emotional) material, that they tend to confuse the emotional significance of events, and most importantly, that these deficits show up in brain scans! A missing internal connection between the feeling heart and the thinking brain is detectable.
Psychopaths are incapable of authentic deep emotions. In fact, when Robert Hare, a Canadian psychologist who spent his career studying psychopathy, did brain scans on psychopaths while showing them two sets of words, one set of neutral words with no emotional associations and a second set with emotionally charged words, while different areas of the brain lit up in the non-psychopathic control group, in the psychopaths, both sets were processed in the same area of the brain, the area that deals with language. They did not have an emotional reaction until they intellectually concluded that it would be better if they had one, and then they whipped up an emotional response just for show.
The simplest, clearest and truest portrait of the psychopath is given in the titles of three seminal works on the subject: Without Conscience by Robert Hare, The Mask of Sanity by Hervey Cleckley, and Snakes in Suits by Robert Hare and Paul Babiak. A psychopath is exactly that: conscienceless. The most important thing to remember is that this lack of conscience is hidden from view behind a mask of normality that is often so convincing that even experts are deceived. As a result, psychopaths become the Snakes in Suits that control our world.
Psychopaths lack a sense of remorse or empathy with others. They can be extremely charming and are experts at using talk to charm and hypnotize their prey. They are also irresponsible. Nothing is ever their fault; someone else or the world at large is always to blame for all of their problems or their mistakes. Martha Stout, in her book The Sociopath Next Door, identifies what she calls the pity ploy. Psychopaths use pity to manipulate. They convince you to give them one more chance, and to not tell anyone about what they have done. So another trait - and a very important one - is their ability to control the flow of information.
They also seem to have little real conception of past or future, living entirely for their immediate needs and desires. Because of the barren quality of their inner life, they are often seeking new thrills, anything from feeling the power of manipulating others to engaging in illegal activities simply for the rush of adrenaline.
Another trait of the psychopath is what Lobaczewski calls their special psychological knowledge of normal people. They have studied us. They know us better than we know ourselves. They are experts in knowing how to push our buttons, to use our emotions against us. But beyond that, they even seem to have some sort of hypnotic power over us. When we begin to get caught up in the web of the psychopath, our ability to think deteriorates, gets muddied. They seem to cast some sort of spell over us. It is only later when we are no longer in their presence, out of their spell, that the clarity of thought returns and we find ourselves wondering how it was that we were unable to respond or counter what they were doing.
Psychopaths learn to recognize each other in a crowd as early as childhood, and they develop an awareness of the existence of other individuals similar to themselves. They also become conscious of being of a different world from the majority of other people surrounding them. They view us from a certain distance.
Think about the ramifications of this statement: Psychopaths are, to some extent, self-aware as a group even in childhood! Recognizing their fundamental difference from the rest of humanity, their allegiance would be to others of their kind, that is, to other psychopaths.
Their own twisted sense of honor compels them to cheat and revile non-psychopaths and their values. In contradiction to the ideals of normal people, psychopaths feel breaking promises and agreements is normal behavior.
Not only do they covet possessions and power and feel they have the right to them just because they exist and can take them, but they gain special pleasure in usurping and taking from others; what they can plagiarize, swindle, and extort are fruits far sweeter than those they can earn through honest labor. They also learn very early how their personalities can have traumatizing effects on the personalities of non-psychopaths, and how to take advantage of this root of terror for purposes of achieving their goals.
So now, imagine how human beings who are totally in the dark about the presence of psychopaths can be easily deceived and manipulated by these individuals, gaining power in different countries, pretending to be loyal to the local populations while at the same time playing up obvious and easily discernable physical differences between groups (such as race, skin color, religion, etc). Psychologically normal humans would be set against one another on the basis of unimportant differences (think of Rwanda 1994, think of Israelis and Palestinians) while the deviants in power, with a fundamental difference from the rest of us, a lack of conscience, an inability to feel for another human being, reaped the benefits and pulled the strings.
We are seeing the final desperate power-grab or endgame (Alex Jones) of brutal, cunning gangs of CIA drug-runners and President-killers; money-laundering international bankers and their hit-men - economic and otherwise; corrupt military contractors and gung-ho generals; corporate predators and their political enablers; brainwashers and mind-rapists euphemistically known as psy-ops and PR specialists - in short, the whole crew of certifiable psychopaths running our so-called civilization. And they are running scared.
Why does the Pathocracy fear losing its control? Because it is threatened by the spread of knowledge. The greatest fear of any psychopath is of being found out.
Psychopaths go through life knowing that they are completely different from other people. Deep down they know something is missing in them. They quickly learn to hide their lack of empathy, while carefully studying others' emotions so as to mimic normalcy while cold-bloodedly manipulating the normals.
Today, thanks to new information technologies, we are on the brink of unmasking the psychopaths and building a civilization of, by and for the healthy human being - a civilization without war, a civilization based on truth, a civilization in which the saintly few rather than the diabolical few would gravitate to positions of power. We already have the knowledge necessary to diagnose psychopathic personalities and keep them out of power. We have the knowledge necessary to dismantle the institutions in which psychopaths especially flourish - militaries, intelligence agencies, large corporations, and secret societies. We simply need to disseminate this knowledge, and the will to use it, as widely and as quickly as possible.
Until the knowledge and awareness of pathological human beings is given the attention it deserves and becomes part of the general knowledge of all human beings, there is no way that things can be changed in any way that is effective and long-lasting. If half the people agitating for truth or stopping the war or saving the earth would focus their efforts, time and money on exposing psychopathy, we might get somewhere.
One might ask if the weak point of our society has been our tolerance of psychopathic behavior? Our disbelief that someone could seem like an intelligent leader and still be acting deceptively on their own behalf without conscience? Or is it merely ignorance?
If the general voting public is not aware that there exists a category of people we sometimes perceive as almost human, who look like us, who work with us, who are found in every race, every culture, speaking every language, but who are lacking conscience, how can the general public take care to block them from taking over the hierarchies? General ignorance of psychopathology may prove to be the downfall of civilization. We stand by like grazing sheep as political/corporate elites throw armies of our innocent sons and daughters against fabricated enemies as a way of generating trillions in profits, vying against each other for pathological hegemony.
Nearly everyone who has been part of an organization working for social change has probably seen the same dynamic play out: The good and sincere work of many can be destroyed by the actions of one person. That doesn't bode well for bringing some sort of justice to the planet! In fact, if psychopaths dominate political hierarchies, is it any wonder that peaceful demonstrations have zero impact on the outcome of political decisions? Perhaps it is time to choose something other than massive, distant hierarchies as a way of governing ourselves?
So many efforts to provide essays, research reports, exposés and books to leaders so they might take the new information to heart and change their behavior have come to naught. For example, in the final paragraph of his revised edition of the book, The Party's Over, Richard Heinberg writes:
I still believe that if the people of the world can be helped to understand the situation we are in, the options available, and the consequences of the path we are currently on, then it is at least possible that they can be persuaded to undertake the considerable effort and sacrifice that will be entailed in a peaceful transition to a sustainable, locally based, decentralized, low-energy, resource-conserving social regime. But inspired leadership will be required.
And that is the just-murdered fantasy. There are no inspired leaders anymore. And in hierarchical structures there can't be. Assuming that you can elect men or women to office who will see reason and the light of day, and who will change and learn and grow, make compassionate decisions and take conscientious actions... is a foolish, childish dream. Continuing to dream it simply plays into psychopathic agendas.
Only when the 75% of humanity with a healthy conscience come to understand that we have a natural predator, a group of people who live amongst us, viewing us as powerless victims to be freely fed upon for achieving their inhuman ends, only then will we take the fierce and immediate actions needed to defend what is preciously human. Psychological deviants have to be removed from any position of power over people of conscience, period. People must be made aware that such individuals exist and must learn how to spot them and their manipulations. The hard part is that one must also struggle against those tendencies to mercy and kindness in oneself in order not to become prey.
The real problem is that the knowledge of psychopathy and how psychopaths rule the world has been effectively hidden. People do not have the adequate, nuanced knowledge they need to really make a change from the bottom up. Again and again, throughout history it has been meet the new boss, same as the old boss. If there is any work that is deserving of full time efforts and devotion for the sake of helping humanity in this present dark time, it is the study of psychopathy and the propagation of this information as far and wide and fast as possible.
There are only two things that can bring a psychopath under submission:
  1. A bigger psychopath.
  2. The non-violent, absolute refusal to submit to psychopathic controls no matter the consequences (non-violent noncompliance).
Let us choose path 2! If individuals simply sat down and refused to lift a hand to further one single aim of the psychopathic agenda, if people refused to pay taxes, if soldiers refused to fight, if government workers and corporate drones and prison guards refused to go to work, if doctors refused to treat psychopathic elites and their families, the whole system would grind to a screeching halt.
True change happens in the moment that a person becomes aware of psychopathy in all its chilling details. From this new awareness, the world looks different, and entirely new actions can be taken. Distinguishing between human and psychopathic qualities begins the foundation of responsibility upon which we have a real chance to create sustainable culture.
